What’s the purpose of saying ‘unhoused’ instead of ‘homeless?’ Is it somehow more sympathetic?

People create homes on the street that are of value and necessity to them when they lack permanent housing. Street sweeps like those by Trump often clear away these homes, treating those temporary shelters as if they have no purpose, meaning, or utility. They are homes, but people remain "unhoused."
By the same logic, you could call these street “homes” improvised houses, and that while they have houses they are still homeless. Please resist the urge to invent arbitrary and confusing lexicon. If you think calling homeless people houseless acknowledges their possessions, it misses the mark.
Obviously, I didn't come up with this terminology.
