The 1% decrease in Libya’s threatened tariff rate is the funniest example of how nonsensical Trump’s tariff numbers are. Libya is divided by two rival governments & has no real trade negotiations with the US. 99% of Libyan exports to the US is crude oil, which is tariff exempt.
