Nah, it’s not that complicated. the cops see someone break the law, they issue a ticket. It’s not magic, it is their job. If they aren’t issuing tickets, they aren’t doing their job.

You mean the guys who pull over blacks for having cracked turn signal lenses and end up shooting them dead, right? Guys who lose their shit over an acorn? That's who you're counting on to be able to determine exactly how many Watts of power an electric motor is contributing to a bike's velocity?

The speed limit for bikes is the same as it is for cars. The speed limit for an electric is 15mph. Turn off the motor and pedal, and you can legally go up to the speed limit for cars. Get up to 15mph with the motor, and you can continue pedaling to any speed LEGALLY. It's unenforceable.

The same officers who pull over Black individuals for minor issues like a cracked turn signal — and sometimes end up using deadly force — are not going to be issuing tickets because it isn’t legally enforceable? Did I get that right?
