Ultimately, it's a matter of politicians making a bipartisan decision to take gerrymandering as a tool away from the hands of both their own parties and the opposition. I doubt any amount of pressure will lead to anything better than a balance of terror in how it's used.
You're probably right, but applying zero pressure certainly isn't going to work - we're never going to get bipartisan support by letting the GOP steal majorities in Congress with this practice.
You are not wrong. Pressure is the best that can be done now, although the problem will continue to resurface, as it has kept doing for the past couple of centuries. Healthy federal legislation that you referred to would be the only permanent solution.
