Why are drug traffickers being picked up by ICE and not regular police?

The C in ICE is Customs which relates to good crossing borders so it makes sense that they would have jurisdiction over a drug trafficker if they got him first

He was a long term resident trafficking drugs within the border. There’s no suggestion he was importing drugs from Canada

They can still share overlapping jurisdiction since they came in from somewhere
