Abbott has no authority to arrest lawmakers outside Texas, and Florida officials or courts would likely refuse to cooperate. To remove any legislator from office, Abbott would need to rely on court action (i.e. quo warranto lawsuits) a process that is legally and procedurally complex. 1/2
