Agreed, and it would be a completely different chapter if it occurred outside the zone. SCOTUS gave them this warrantless 'right'. Congress continues to give them the unchecked 'right'.

Given that current policy says any international airport counts as a border too, I’m not sure there is any place in America outside the zone.
