It's not even the reality except maybe at startups where there are no rules except the ones the CEO makes up. At my workplace, a manager lost his job for this. Admittedly he was a dick and we were all happy to see him go.
There’s literally nothing preventing it outside of internal policies, which is why shit like can happen - the main “enforcers” (outside of the board who typically wouldn’t give a shit) are the ones involved. Some middle manager isn’t comparable to the c-suite.

You can have the relationship, you cannot keep your job tho. In this level of management, this is a known rule. It can lead to lawsuits and internal issues for the company. These relationships are not allowed for a reason. So you can't be a cheif officer of any form and date the HR.

Sometimes on this app, people really do not understand nuance. It’s black and white, all the way down for them.
Trained in my current fiancée when I was a manager at a call center. We flirted immediately. She asked me out shortly after. Told her I wanted to date her and couldn't because I was her manager. Asked her out 3 months later so I wouldn't be alone for Christmas. Told management later, they shrugged.
You actually can't. Imagine being a worker trying to get fair treatment at a company where the CEO is boinking the CHRO. You have nowhere to turn. Any complaint you have will be used against you. Same reason you cannot do it w your subordinate, bc of the power differential.
This is generally true regardless of if they're boinking or not though.
I worked at a small local company (30ish employees) where the head of HR was the owner/CEO’s wife. It was such a terrible dynamic.
Hate to break it to you but HR isn’t there to help you.
It is there to help me in the sense that it doesn't want any trouble for the company. So the company cannot be blatantly breaking employment laws, including in ways that screw me over. E.g, if I come to them saying that my manager is forcing me to come to their house after work to
mop their floors and do their laundry, HR cannot just say "that's your boss. What they say go. Mop harder" because if they do, I might go somewhere else that may not end up being a good thing for the company.
