You may be right. I'm willing to hear it out. But I'm stuck on this idea that relying on good faith was the problem. On the contrary I think it's the only way to have a free and virtuous society. The breakdown was a moral/social one, and that can't be remedied by improving the language of the law.

I dunno. Pray to God but row towards shore? It's a sad commentary on humanity, but history has not proven the reliability of relying on the good faith of humanity. In an ideal world, your approach works. This is not, and likely never will be, an ideal world.

Enforcement of Judicial Decisions: if a member of the Executive or Legislative branch fails to comply with a properly issued Judicial order, writ, or stay, or subpoena, they shall be suspended from their office, without compensation, until such time as they comply or the court determines otherwise.

Yes, that's very fraught, but as a quick response, it's a start. I haven't yet found an acceptable way to empower the court to deputize in order to enforce a court order.
