I think this is more likely to happen as to not. At this point in his political career, he does not want to leave the Oval Office. If a Democrat takes the WH in 2028, there is still a good probability that he could be re-indicted on the charges from the Smith investigations.

The scene where the General is yelling at the Guardsmen to lower their weapons was shocking. The Guard was called out to help people and the General shows up to find them with their guns aimed at citizens. It was disgraceful.
