They had a whole song about how it's actually ok that Israel is brutally slaughtering Palestinians, just don't talk about it at Eurovision.

Israel is a member of the Eurovision live broadcast network and the EBU. Eurovision, the network, is non-political. If states that had committed genocide were barred, the network would miss a lot of live sport and the song contest would be much shorter.

Different grounds though: not because of Russia's war crimes, but of the credible risk that Russia would win (and then Ukraine would get through to the finals). Even the EBU could not avoid responding to the situation.
