Cuomo is way smarter in how he bullies people to get what he wants - if Hochul wasn't willing to remove Adams for blatant corruption, obstructing an investigation ("oops i forgot my phone password"), or a quid-pro-quo in the open then yeah, she won't do anything to Cuomo.
