state legislatures are also horrifically corrupt due to their part-time function, but relative to the state and federal legislatures city councils are some of the least undemocratic bodies we have imo, though enlarging the big city ones wouldn't be bad

IME the big problem with my local city council (pop. 100k, 7 members, all lib/prog) is that it is collectively terrified of making difficult decisions and I think the small size is a factor.
