Legit question, the White House is a national monument, isn’t it? Therefore, how is one person allowed to make this decision?

I takes years to get a change, especially an expansion, approved for any historical building on the National Register. But I forgot, the rules don’t apply to t2. I hate this humongous ballroom idea. I hate what he did to the Rose Garden. I hate what he did to the Oval Office.
