How familiar are you with Illinois elections? You may know better than I, but cursory research suggests to me that precincts are also (like illinois' counties) irregular in shape.
The squares seem to be a weird mix of precinct and township…maybe. But this is fun to click through just for the maps. Compare DuPage with Bureau and Pulaski. Imma go find some colored pencils now.
I think it’s more that the precincts and townships are laid out similarly to AI taking Illinois and breaking it into however many squares as there are elected offices in Illinois
I don't have a better theory. Well, unless it's that every 50,000 Dollar General stores makes up a square.
