That's what the house is for. The Senate was intentionally made this way to allow fairness for all states. But we need to definitively get rid of the filibuster so that we stop needing super majorities to get anything done around here.

I understand the supposed reasoning for Congress being set up the way it is (which helped the slave-owning states). But there is nothing "fair" about someone's vote in a low population R state counting for more (via their senators) than a blue voter's vote.
