having been alive when the movie was originally released, i can tell you that this was the general public's reaction as well. one of the reasons that batman forever was a huge hit was because it was seen as a course correction from batman returns

People complain about Schumacher's stuff being campy, but I would say Batman Returns was just as ridiculous, but just bleaker in tone. Like with the popping up skeletons and bugged out eyes and Catwoman literally licking people. The camp worked for Nicholson's Joker because he was, ya'know, Joker
