In fact war usually starts where negotiation ends, not the other way around. Like Clausewitz said, “war is the continuation of politics by other means”.

Unless he means negotiations between the victors over how to divide up the spoils, I suppose, which seems very much what the ‘negotiations’ between the US and Russia have involved to date.
