Yes, presumably so, although in all the official announcements and briefs, they've mentioned Charrington, VV, and Frank as a sort of triumvirate. Those explicit mentions of the manager and the '20 point checklist' used to select him sound like closer oversight from others aside from VV and Levy.
And if there wasn't oversight, Levy was VV's boss, so he could have had an outsized influence on the decision, which is what they would have wanted to avoid, for obvious reasons.
