Most ECHR members are a "show me your papers" country. (one justification in the UK for not having an ID card is about refugees, but not how you'd think) …it's that by the time the far right have got round to demanding everybody has one, the people who need to flee might have had time to get away.
But in the UK we don’t do papers we don’t need them and that others do them is no justification. Why ever they are introduced the powers will be abused. Add no ECHR no HR act and mass surveillance.
I agree with most of that, but no objection to mass 😉. Catholicism may have its faults but they aren't really a threat to society.
