Name anything that can be bought without “wealth”? It’s just another word for assets. Intuitively that seems like a matter of scale, but conceptually it’s not. You could also decribe VAT as a tax on an exchange of wealth

OK let me flip this around and say SDLT is absolutely not an income tax and it is a transaction tax that is imposed when people exchange the primary source of wealth that most households have.
