Name anything that can be bought without “wealth”? It’s just another word for assets. Intuitively that seems like a matter of scale, but conceptually it’s not. You could also decribe VAT as a tax on an exchange of wealth
I live in Switzerland. We have a wealth tax here, levied by cantons, not federal. Usually 0.5% for everyone, then ramps up progressively, e.g. max 4.5%. Applies to assets minus debts, held worldwide
Another difference is that accumulated wealth endows power and even political influence in a way high income doesn’t
Many of the replies here are talking about implementation details, e.g. how could a new tax cope with exceptions? We should be talking about the in principal differences between targetting income and wealth. One obvious difference is intergenerational effect.
SDLT is not a wealth tax. It’s a form of sales tax.
