I find NYC fascinating, not just because it's my hometown. But each borough is also its own county. You'll mostly see this rendered in county-level functions, such as judiciary. And the boroughs were many different towns in years prior.

other than the courts, virtually all the county-level stuff within NYC is ceremonial or patronage stuff like borough presidents though. its just sort of an anachronism
Because of this, borough/county "governments" are functionally just paid sinecures for the party machine, especially in Brooklyn where they are a notorious sinkhole for money with no output
The city charter revision in '89 basically eliminated the BPs powers. The thought of trying to get anything done in NYC if the boroughs were truly their own counties with their own county execs and legislatures gives me hives. But we see this in metro areas elsewhere in the US.
The board of estimate basically controlled the city from merger until it was ruled illegal in 89.
We just need to make Yonkers party of the city.
