It’s often after I’ve spent an hour combo on hold + shuffling through 5 people just to end up back with the same org/department I started with (hello insurance company!) But I do like your phrasing!
My go-to is, "Let me start by saying that I'm extremely frustrated right now, and I apologize if I get loud or heated. I promise none of my anger is directed at you and I'll try to keep it in check while we talk." They're instantly on my side, every time.
