Fill-in umps move from AAA to MLB all the time to cover for umps illnesses, injuries, vacations, etc. I read that the crew chief of each AAA crew is eligible for call-ups to MLB. So being crew chief there is a stepping stone to MLB permanent crews.

Exactly right, LaDonna History is littered with the names of countless call-ups from the list of Triple AAA potentials who worked dozens, sometimes, hundreds of major league games over the course of YEARS but were never offered full-time jobs on the mlb umpiring staff. So it goes with umpires!
