Does it look like it ever goes off-road? I strongly suspect not. My understanding is that it's illegal if the tread extends beyond the body work. This certainly does.

Closeup on the whell shown in the original posted image. The Tyre clearly projects beyond the widest part of the vehicle bodywork.

And reading the comments at www.pistonheads.com/gassing/topi... it's a safety thing due to horrific injuries that result from a rotating whell contactin someone's leg. Eew.
