Flaps are retracted/extended according to airspeed. It doesn’t look like enough airspeed was attained to retract flaps from the takeoff setting, assuming they had been set correctly in the first place. If this was a no-flap takeoff procedure, the aircraft didn’t gain enough speed to sustain flight.

The flaps are deployed to provide lift at lower speeds. They are not always necessary. Their use can depend on such things as density altitude, which is an issue at elevation and in hot weather. It was 40C yesterday in Ahmedabad.
