Might be malicious compliance from the officers. If the instructions were to, say, "walk/move down the avenue past the presidental stand", the organizers forgot or didn't realize that walking and marching are two different things in the military.

That was exactly my take. They do know how to march. And they do have dress uniforms. Everyone else can draw their own conclusions.

Yeah, I saw some clips where units did at least base marching, like they would at the base, though not the crisper and more precise parade marching. And some units that were just walking.
