It's a fair point. I was contrasting it with things like access to medicine or food, though admittedly fire makes a pretty quick and painful way to die, too. Climate change also isn't solved overnight, though, and people I care about lost their medicines or disability income overnight.
The whole thing being an abstract thought exercise anyway: a pipeline can be sabotaged by a single dissident. Building a healthcare system, hiring doctors who community members trust, and keeping pharmacies stocked is a much harder thing for one person with a mask and a portable welder to address.
