This is straightforwardly a form of sexual harassment, even normal people who like hanging out naked take extra care to make sure they aren't doing it when the housecleaners are around, he's doing this on purpose so they'll see him because he's a fucking freak.

Yeah, Mom was a housecleaner and no one ever did that to her--this generation of cleaners are Brazilian, though, so it's also a gross power trip, because they certainly can't report him.

I don't want to know any of this!!! Why can't he keep it to himself!
