Can't see graffiti on the wall on the left? Next to the black bins of which the corner of one is visible in the fist pic? FBI Photog had her back to truck. Explain how the manhole has the same small wheel on it, the same small paper discs all in the same position *under the wheel* in both photos.

I am looking at the pavement and structure. The common elements of the French Quarter are very recognizable. The neighborhood is 300 years old so all construction and remodeling projects follow strict guidelines. There indeed was an isis flag on his truck BUT this is not a photo from the area.

Would love to hear how the wheel on the manhole is in exact same position and has same paper discs *under* the wheel.
