This whole proposition just breaks my brain. It would require giving money to a) blue cities and b) blue states, which he has no interest in doing. They won't want to put neighborhoods anywhere that will inconvenience rich assholes. So yeah, get ready for sprawl.

Building a bunch of housing in like San Fran just to piss off the nimby lib crowd is the sort of thing where his spite motivation could actually help him, but I assume he’d try to build in places nobody actually wants to fucking live instead.
