Moscow planned and prepared the invasion of Ukraine via Crimea since at least Dec 2013. So Putin ordered the invasion of Ukraine via Crimea in the morning of 20 Feb 2014. Moscow had the full-scale invasion ready in Dec 2019 (to start either on 2-2-20 or during the 2020 Olympics) but the Pandemic.
