The first part is true and the latter part is false. SpaceX is the most reliable space launch operator. For example when SLS was delayed, SpaceX came to help and launched Europa Clipper to planet Jupiter. Starship v2 has a reliability issue, but it is just a test article.

that’s more like a proof of concept than anything remotely viable for NASA missions, and it’s long in the past. None have ever managed to take up even a fraction of their needed payload, and the fail rate keeps getting worse and worse.

if you want to include landings falcon 9 only has 464 landings. Nasa doesn't launch anymore but did over 1000 explorer(no-crew) and over 200 crewed missions. Shuttles were it, SpaceX doesn't have robot arms.

Where did you see that? The Starship program cost is in single digit billion IIRC. There is a milestone-based contract for Artemis that is roughly $3b. Are you thinking of that? That money has not been given because SpaceX has yet to meet the milestones.

Starship is funded my NASA. It was supposed to be a human landing system from lunar orbit to the surface. They've already spent $3 billion and the total budget is $4.8 billion. Obviously it's not going to work because it can't even reach orbit reliably and it's too massive to send to the moon.

None of those points are remotely relevant to whether Musk's Mars talk is plausible. You do need a reliable spacecraft to get to Mars, but that's a bare minimum requirement, and SpaceX has done nothing anywhere near the scale of such a project - no one has.
