You realize that DC guardsmen (mostly...) live in DC, right? So they're literally cosplaying cop in front of their family and neighbors.
You realize this post is about the WV guard, right? And dc guard in dc still doesn’t mean they’re home at nights or working their real jobs.
You realize that DC is a small place, and Guardsmen's friends and family are likely to have jobs involving going into the federal city where the guard is playing silly buffers, right?
