Based on reports on DOGE and other govt entities accounting, I’m guessing wasn’t an APC. They probably put on a whole conference or something and this slipshod administration can’t be bothered to get it right.

Maybe. I was also thinking it might be a predatory journal from overseas that did some bad US-dollar math. It’s pretty obviously not correct and/or legitimate.
