It's happening here in France, too.

A pair of rising bollards with clear signs of a driver having tried unsuccessfully to push through. He or she has lost several pieces of their bumper. Behind a row of static bollards protect the pavement users from drivers parking on it...except where the bollards end, there is a parked vehicle. You win some you lose some.
