"shelters and rehab" is the "two-state solution" line of homelessness discourse: it does nothing to solve homelessness, and it's also not happening.

it works like this "omg Trump is arresting homeless people" vs. "omg Newsom is arresting homeless people, but wait, something something shelters and rehab, phew". it's the same picture but one of them has some lib catnip weaved into it.
