Just to be totally clear, here, you're saying that it IS true that not everyone has the documentation required to get a drivers license, but that anyone CAN "obtain an ID in the form of a drivers license." I'm not sure how these are consistent unless you're advising people to forge an ID.

Depends on the state where you live. In our state, in order to register to vote and to vote at the polls, you must present an ID or a current driver’s license. Most IDs look like my driver’s license but clearly states it’s an ID.
