This is a new install and yes, the new thing is Restricting and NO stop and proceed. I have never before seen this configuration.

S&P seems to be falling out of favor given how "expensive" the complete stop can be, and you always run the risk of an issue with the single bulb. The New England region has operated this way for ages, as has CSX; was only a matter of time for it to hit the Pennsy-style ones.

Correct, however until now Amtrak has been the holdout. In theory, they could have made it all Restricted Proceed, but if they like the extra safety of SnP in certain places, this makes sense.
