Still has to be confirmed by the Senate. The bigger point here is that CNN’s headlines lend credence to the idea that Trump can fire Powell. He can’t.
Is it CNN's fault that people read just the headlines a lot of the time? I go back and forth, but end up saying "if people refuse to be well informed, we don't deserve democracy." Democracy absolutely must have most people meet their duty. In any case, CNN explicitly states in the article:

Well, I guess the headline never contains the full story, so you can always critique on the headline. I didn't see the headline specifying when the person waiting in the wings would manifest. So if a person makes an assumption, here, it is their fault.
The headline should have never been written that way. That’s the point.
