Possible explanation is that ICE and CBP positions likely require a higher level background investigation (T3 or T5). Those often take a long time. They're probably hoping DoD civs who already have T3/T5s can fill the ICE/CBP positions for the 6-12 months while the BIs are carried out.

In the recruitment for hiring a teacher at a school out here in SD it’s like $1500 to 5,000K For working in a cheese block factory it was $500 for 90 days-& after 1 year $1,000 I believe . 50K is quite the incentive You need to have a certain cognitive dissonance personality to do work.
You would have to work a full 2 years to see the first 10k. Then another 4 years to see the rest, at 10k a year. They’re not seeing an immediate 50k.

In context reimbursable refers to which agency is paying for the employee. A non-reimbursable position would be paid by the DoD.

Memo was addressed to a different group: senior leadership, mostly about "hey, we'd like your input on doing the civilian equivalent of TDYing any of your civilian employees who're willing, if you can spare them," a necessary 1st step. Email is addressed to the target audience: civilian employees.

That's a DoD problem. That's bog standard phrasing (the only normal thing in that memo) about whether DHS or DoD is paying the salary of the person doing DHS work during the period they do the DHS work. Reimbursable means by DHS to DoD for that salary money since DHS was the beneficiary of the work.
