This is incorrect. Judge Swain's opinion doesn't say she's considering "federal control" of Rikers, but rather appointing an independent officer (known as a "receiver"). Please re-read her opinion, especially pages 56-58.

This is generally good, but I am... uh... not super confident that federalization of Rikers would result in an improvement of conditions given the results of our recent election.
