You are probably right but even if the government shut down and the dems got nothing (with their only ask being to continue clean funding at current levels) that would demonstrate to people that the republicans don’t care and the dems do.

That would be way worse than the Democrats not allowing the Republicans to vote on this first bill. Democrats would have shut down the government for nothing.
