There's no reasonable interpretation other than, outside of "core functions", which are not that many, they reserve the right to adjudicate what other activities qualify for immunity. They specify other categories but leave it up to the courts to define what activity fits what qualifying category.

I left our small town & found out later he told everyone that I caused the bankruptcy by demanding too much. I got through school on a part time job & student loans. I did it in record time. I taught for years but could never save for old age. I do depend on SS. a garden & chickens. Seriously.

It sounds like you lived your life and worked hard. I only have a teeny tiny pension that I haven’t drawn yet. I’m waiting for SSDI (disabled 5 years ago). Other than that I worked my whole life. A lot of self employment but I did pay into social security. No other retirement. Time will tell.

I don't regret my life. I loved teaching but it's such a poorly paid profession. I was handicapped for years. I finally had surgery but lost some of my left leg. Federal Judges are able to deputize others—for example, probation officers, national guard, etc. for civil cases ( not criminal).

Federal judges can deputize lower court lawyers to handle legal things that would normally fall under the purview of the Department of justice, if the DOJ refuses. They can also deputize other officers – as you mentioned – probation officers, national guard, state, police etc to do Fed Marsh jobs.
