Weird. It didn't say "add friend". Just "follow". Others have said both. Maybe a setting on your end? @tessagoth.bsky.social do you know?

I don't know, since I can add both of you as friends. Maybe check your Privacy settings? I have mine set for "Community". There's a "Private" option too, maybe that's selected preventing the friending?
