It was before Musk bought it too. But before Musk took over, Twitter was at least fighting that bias, and trying to improve. Musk wanted Twitter precisely because he felt Twitter was much too "woke" (and also because he believes he's *that* much smarter than everyone else).
Musk said that then, but Musk bought it specifically to turn it into what it is now, a RWNJ propaganda platform. Yes, it had its failings before Musk bought it, with tons of bots and RWNJ malcontents, but by buying it, Musk sent it over the cliff with an anvil for a parachute.
