The republican governments of red states are famously fond of taxation

The question was "what would you propose". Who knows if anything can get done by dysfunctional governments, so supporting hospitals may be an idea as moot as raising taxes.

I'm all for raising my taxes here and give to candidates who will do that, but yeah not a ton of desire from the state legislature!
