The point being that most of the complaints of unhoused populations aren't actually worries about the health dangers of opioid addiction... Their vague gestures toward what is seen as undesirable behavior. And off of that behavior is only undesirable because it's visibly public.
The result is a completely different approach to public health. Students end up in the hospital with their stomachs pumped; laugh about it the next day. Those suffering opiate addictions are treated as inherently criminal and unworthy of support by many. The norms are completely different.
