This isn't a good thing. They are taking it out of capital funds intended to invest in the underlying infrastructure. SEPTA still needs a permanent funding stream for operations.

Absolutely. The only good thing is that for the immediate future, the service remains at current levels - at least until the new bus network gets put in place.
